Participation of ELOT in European and International Standardization

The following Standardization Organizations perform standardization activities in Europe and worldwide:

  • European Committee for Standardization – CEN
  • European Committee for Electrotechnical Standardization – CENELEC
  • European Telecommunications Standards Institute – ETSI
  • International Organization for Standardization – ISO
  • International Electrotechnical Commission – IEC

 

The Hellenic Organization for Standardization (ELOT) is a member of all these organizations and actively participates in their administrative and technical activities. In particular:

  • at the Technical Board of the European Committee for Standardization (CEN/BT), NQIS/ELOT is represented by Dr. Fragkoulis D. Krokos, Head of Standardization Unit (fkrokos [at] elot [dot] gr)
  • at the Technical Board of the European Committee for Electrotechnical Standardisation (CENELEC/BT), NQIS/ELOT is represented by Alexandros Psyrris, Head of the Electrotechnical and ICT Standardization Department
    (apsyrris [at] elot [dot] gr) and Dimitris Iatrou, executive of the Electrotechnical and ICT Standardization Department (diatrou [at] elot [dot] gr)
  • at the European Telecommunications Standards Institute (ETSI), NQIS/ELOT is represented by Alexandros Psyrris, Head of the Electrotechnical and ICT Standardization Department (apsyrris [at] elot [dot] gr).

 

ELOT also holds:

The Secretariat of the European Committee for Standardization CEN/TC 312 Thermal solar systems and components

and

the coordination of   CENELEC 81X/WG2 Lightning protection components and the IEC TC81/MT14

The representation of ELOT and the participation of representatives in meetings of European and/or International Technical Standardization Bodies takes place on the basis of a relevant decision of the respective Technical Committee.

The national positions to be supported by the representative at meetings of European and/or International Technical Standardization Bodies shall be those decided by the respective Technical Committee.

In the absence of a competent Technical Committee, requests for representation shall be regulated by the Standardization Departments.

The appointment of an expert, who is not a member of a national S-TC, to Working Groups of European/International Standardization Committees shall be preceded by written acceptance of its terms and conditions of designation.

Procedure for the development of European and International Standards

The procedure for the development of European and International Standards (at least in English) follows specific rules. If the development of a new standardization document is duly decided, this task shall be entrusted to an existing Technical Committee or, in case no such committee exist, a new one shall be established. At european (CEN, CENELEC, ETSI) and international (ISO, IEC) level, standardization organizations use Technical Committees to coordinate and/or prepare standards and other standardization documents.

Members of the European and International Technical Committees and Working Groups are the representatives of the National Standardization Bodies (i.e. from Greece are the representatives of ELOT). There is direct involvement of the National Standardization Bodies, therefore also of ELOT, in the development of European and International Standards, and in the overall operation of the respective Technical Committees and Working Groups.

The development procedure includes the drafting of an initial draft standard and the submitting of the draft standard to a public enquiry for a certain period of time. During this period, the member bodies (e.g. ELOT) of CEN, CENELEC, ETSI, ISO and IEC have the right to submit comments and observations to these organizations. These comments are then examined by the competent European or International Technical Committee and the resulting final text is submitted to a formal vote, in which the member bodies (e.g. ELOT) express their consent or objection to the final version of the standard.

The adoption of International standardization documents by a national standardization body (i.e. also by ELOT) is voluntary, while the adoption of European standardization documents is mandatory, and even within a regular period of time.

At european (CEN, CENELEC, ETSI) and international (ISO, IEC) level and in accordance with established procedures, the need to amend, improve or withdraw a standardization document shall be considered periodically.
